Work in progress, snapshot of outline
My novel in outline viewFor anybody who's interested, here's a chunk of my outline, including an entire scene. Here it is in WordOutline view: 

And here it is pasted in...You'll notice that it doesn't make much sense to anybody but me!

Chapter 16 [Chapter summary]Hamilton and Williams vie for the army mob in Cathedral Square, but Lowenstein manipulates Jasmine to stand for GC. Jasmine is elected, but the Army Committee block her reforms and Hamilton declares the election illegal and holes up in the Castle. She calls a General Election, but the raw recruits return all the old hacks. She blows away the AC, but the army riots. Hamilton tries to arrest her, but her followers blow him and his away. Jasmine declares the Dictatorship of the Veterans.

[Scene Question]Dawn: Dropping in by airship, can Jasmine win the election? Yes, but only just and Hamilton has withdrawn – leaving him undamaged. Now Jasmine will have to deal with the fallout

[Scene Summary]Newly empowered by her recent experiences, Jasmine returns on Airship 02 to find  Hamilton and Williams  debating before an Army  Rally in the middle of Cathedral Square. Williams tries to arrest her, but Hamilton prevents it, then withdraws from the race. Jasmine wins narrowly, but her pragmatic manifesto pisses off a lot of people: There’ll be tears before bed.

[Beats...]
Dramatic approach: Williams and Hamilton debate in Cathedral Square, but mob ignores them in favour of the airship.

L: ready for your chance? Jasmine: I’d never get the approval of the Central Committee

L: You don’t need it, we’re out of contact. J: You scheming bastard!
Mob greets her, but Williams despatches Infantry to arrest her.
Jasmine percussively fends off Infantry, but they draw guns.
Security Workers also approach, but draw on Infantry!
Jasmine: WTF? Hamilton (playing to crowd) Must protect democracy. To keep things simple, am withdrawing.
Jasmine makes a good speech, but loses some of her crowd.
Jasmine gets elected, but narrowly.

It's always interesting to see how other writers handle outlines. My outlines are pretty much just long chapter descriptions, written out in detail with brackets occasionally setting aside a direct address to me. Otherwise I write them in long complete sentences in present tense, imagining them to be written by someone who had read an already existing book and was trying to create a description of it.

Interesting. That's pretty much how I started outlining.

I discovered that if an outline doesn't read like a story, with all the reversals, then the plot probably doesn't work!

What I do differently now is use Outline view (see updated entry) and alternate layers of questions - Novel, Act and Scene - with summaries. At the lowest level, I block out the scene with beats. As I write, changes propagate up and down the hierarchy. It's fast.
